Bill Moore, Rouse Frets White Goss Attorney, Helps Client Secure Rezoning for Independence Apartment Construction Project

Kansas City, Mo. – December 11, 2025: Bill Moore, a shareholder with Rouse Frets White Goss Gentile Rhodes, P.C., recently helped secure a property rezoning from C-2 to R-30/PUD with the City of Independence that permitted his client to begin construction of 360 apartment units.

Bill was engaged to assist with the project last year, when it was a multi-building development. After gaining a positive Planning Commission recommendation, the developer withdrew the application. In its place, a single building of four stories containing a mix of studio and 1- and 2-bedroom apartments over a two-level parking garage was proposed to positive feedback.

About Bill Moore: Bill has over 40 years of experience practicing law in both the private and public sector, including over 15 years as the City Counselor for the City of Independence. His practice concentrates on local government law and real estate development, including zoning, land use, and economic incentives. Bill serves as special counsel for many political subdivisions utilizing development tools such as tax increment financing, tax abatement, and the creation of special purpose districts such as transportation development districts and community improvement districts.
