Mark Coulter and Rouse Frets White Goss Attorneys Secure Development Incentives for Construction of AI Factory

Kansas City, Mo. – April 7, 2026: Mark Coulter and attorneys at Rouse Frets White Goss Gentile Rhodes, P.C. recently helped secure Chapter 100 development incentives for Nebius to construct an AI factory campus in Independence, Missouri that could see up to $150 billion in capital expenditures over the next 20 years. 

In addition to Mark, Bill Moore was integral to the project’s approval and Kim Spies served as Nebius’ bond counsel.

Under the approved economic development incentive agreement between Nebius and the City of Independence, Nebius will make an estimated $650 million in Payments in Lieu of Taxes (PILOTs) to the City of Independence, local school districts, and other taxing jurisdictions over the next 20 years. The Chapter 100 approval for Nebius is one of the largest economic development incentive packages approved in Missouri history.
