Kansas City, Mo. – August 27, 2025: Rouse Frets White Goss Gentile Rhodes, P.C., recently enhanced its successful Higher Education Practice Group, adding attorneys to bolster the firm’s experience in representing postsecondary institutions regarding increasingly complex regulations as well as facilitating mergers and acquisitions and handling litigation.
Chris DeLuca recently joined Rouse Frets White Goss as an attorney. Chris will chair the Higher Education Group. He brings more than 30 years of experience, representing schools in dispute resolution with the U.S. Department of Education and accrediting agencies and providing ongoing legal counsel and guidance to schools navigating regulatory and compliance challenges. Among other accomplishments, Chris recently won an initial ruling from an Administrative Law Judge that reduced a postsecondary institution’s program review liability from $927,000 to $27,000. That decision is on appeal to the Secretary of Education with a ruling expected this year.
Attorneys Ron Holt and Megan Banks and others will continue their active roles in the Higher Education Group. The group’s recent results include recently winning a final ruling from the U.S. Secretary of Education that reduced a postsecondary institution’s program review liability from $3 million to $680,000. Ron also won a ruling from an Administrative Law Judge that reduced a postsecondary institution’s program review liability from $2.6 million to $55,000. That decision was affirmed this month in its entirety by the U.S. Secretary of Education.
The firm’s Higher Education Group attorneys work with colleges, universities, service providers and other academic enterprises nationwide to help them seize new opportunities, rigorously defend their interests, and successfully meet the challenges of a constantly changing business, regulatory and technology landscape. In particular, the group’s lawyers have special expertise with career colleges.
“The addition of Chris DeLuca and others to the Higher Education Group will set an exciting table for the future of the Higher Education Group,” said Chuck Rouse, CEO of Rouse Frets.

Choice of an attorney is an important decision and should not be based solely upon a website or advertisements. In reviewing achievements by the law firm or its attorneys, remember that past results afford no guarantee of future results; each matter is different and must be judged on its own merits. Although our lawyers may practice in subject areas, neither the Supreme Court of Missouri nor The Missouri Bar reviews or approves certifying organizations or specialty designations for Missouri licensed attorneys.
