Kim Spies served as bond counsel to the St. Louis Industrial Development Authority, which issued tax exempt bonds to facilitate the conversion of an historic building in downtown St. Louis into an affordable housing project. In addition to tax exempt bonds, revenue sources included state and federal housing tax credits, historic tax credits and tax abatement through the St. Louis PIEA.
