Experience

Steven focuses his practice on land use and zoning for a variety of clients, including individuals, businesses, and political subdivisions. His practice includes representing renewable energy clients with the development of wind and solar energy projects throughout the United States. Steven has successfully assisted clients with regulatory compliance, permitting, the use of incentive-based programs, resolving siting and other impediments to project development.

In addition, he provides counsel on matters such as real estate development, economic incentives, municipal government counsel, as well as administrative and regulatory proceedings. Steven holds a Master of Urban Planning Degree from the University of Kansas. He routinely provides educational training for public officials, planners, and attorneys regarding planning and land-use law.

Prior to joining the firm, Steven served as a Planning Commissioner and as an elected Council Member for the City of Mission, Kansas. He practiced law for a boutique municipal law firm in St. Louis, where he served as special counsel to cities focusing on land use matters, including the drafting of specialized ordinances and comprehensive codes. Steven also served as the City Attorney for two cities in the St. Louis area where he advised elected officials and department directors regarding municipal matters, including those related to planning and land use, zoning, subdivision, employment and personnel, constitutional issues, open records requirements, litigation, franchise and telecommunication negotiations, and administrative proceedings.
